That's a sweeping allegation. It is also one that lacks publicly available evidence, given there is no credible proof that Alberta's independence movement was created by Russia.

The modern Alberta independence movement has deep roots that long predate both the European Yellow Vest protests and contemporary concerns about Russian influence campaigns.

Alberta alienation has been a recurring feature of provincial politics since at least the 1930s under William Aberhart's Social Credit government. It re-emerged in the late 1970s and early 1980s following Pierre Trudeau's National Energy Program, gave rise to the Western Canada Concept, and has periodically resurfaced over constitutional disputes, equalization, energy policy and federal-provincial relations.

Likewise, today's organizations advocating Alberta independence are publicly organized, registered with Elections Alberta where required, openly fundraise, hold public town halls, collect petition signatures in person, and campaign under Alberta election law. Their activities are not hidden or clandestine, and all their donors must be Albertans. 

Indeed, Western intelligence agencies have repeatedly warned that Russia conducts influence operations in Western democracies and seeks to amplify polarization on divisive issues. That is a well-documented national security concern. However, that is fundamentally different from claiming Russia created Alberta's independence movement.

Similarly, while some European security experts have concluded Russia sought to amplify Yellow Vest protests online through social media and disinformation campaigns, the protests themselves arose from domestic French opposition to fuel taxes and the cost of living — not from Russian invention. Amplification is not creation.

To date, no Canadian intelligence agency has publicly stated that Alberta's independence movement was created, directed, or controlled by Russia. Nor has Lukaszuk presented evidence supporting that allegation.
