Montreal man accused of helping 53 people illegally enter Canada believed to have fled country
According to investigators, 42-year-old Abul Kasim allegedly portrayed himself as an immigration consultant working for a firm with offices in Canada, France and Bangladesh.
The CBSA announced five charges against 42-year-old Abul Kasim following an investigation into an alleged immigration fraud scheme involving temporary resident visas, asylum claims and falsified Canadian passports.
Authorities allege Kasim helped 65 people provide false information in temporary resident visa applications and asylum claims between January 2022 and March 2024.
Of those, he allegedly arranged for 53 people to enter Canada using fraudulently obtained temporary resident visas, allowing them to settle permanently in the country.
Investigators also allege Kasim used four falsified Canadian passports to impersonate Canadian hosts in invitation letters submitted in support of visa applications.
The investigation began in 2024 after Immigration, Refugees and Citizenship Canada provided information to the CBSA. Border officers executed a search warrant at Kasim's Montreal residence in May 2025.
According to investigators, Kasim allegedly portrayed himself as an immigration consultant working for a firm with offices in Canada, France and Bangladesh.
Proceedings against him began at the Montreal Courthouse on July 28, but authorities say Kasim left Canada in June 2025 and is currently believed to be abroad. Because he could not be served with a summons, authorities issued a warrant for his arrest.
Kasim faces charges including conspiracy to facilitate illegal entry into Canada, facilitating illegal entry, counselling or assisting people to provide false information in visa applications and offences related to falsified passports.
The allegations have not been proven in court.
The CBSA says it opened 161 criminal investigations into suspected Immigration and Refugee Protection Act offences between April 1, 2025 and March 31, 2026.
