Ottawa got 14,143 forced-labour reports, launched zero investigations and blocked just two shipments in five years
The government says it has focused on raising awareness of its forced-labour reporting law. At the border, just two shipments have been permanently blocked since 2021.

The federal government has received 14,143 reports under its law targeting forced and child labour in supply chains, but has opened no investigations and issued no fines or penalties since the law took effect on January 1, 2024.
The figures come from Public Safety Canada’s response to a written question from MP Jacob Mantle, tabled in the House of Commons on September 21. The department said 13,733 reports came from companies and 410 from government institutions. Although the law allows fines of up to $250,000, Public Safety Canada said it has “prioritized awareness raising” over enforcement.
The border record is scarcely stronger.
According to the government’s figures, the Canada Border Services Agency has detained 50 shipments on suspicion of forced labour since 2021. Most were released after importers supplied documentation. Only two were formally found to involve forced labour and permanently barred from entering Canada.
The largest group was 32 shipments of semiconductor and solar-cell devices detained in 2024, worth roughly $1.5 million. All 32 were released after the CBSA reviewed supply-chain information requested from the importer.
The figures describe two separate measures: the Fighting Against Forced Labour and Child Labour in Supply Chains Act requires organizations to report on their supply chains, while a prohibition under the Customs Tariff governs goods stopped at the border.

What makes anyone think that they would give a rat’s patootie about some poor Asian kid’s forced servitude if it means they can appease their Chinese and Indian comrades? It is to weep!
