Convicted sex offender charged with new sexual assaults after release on federal parole

A 73-year-old Ontario convicted sex offender who previously received an 18-year prison sentence is facing new sexual assault charges after being released on federal parole last year.
Peel Regional Police arrested Oakville resident Allen Siu Ming Chow on August 27 following an investigation into alleged assaults involving a woman he met online.
Police allege that between December 2025 and April 2026, Chow met the woman online before meeting her in person several times.
“During these encounters, the accused allegedly rendered the victim unconscious and unresponsive before sexually assaulting her,” police said.
Investigators further allege Chow secretly recorded the assaults on his cellphone without the woman's knowledge or consent.
Chow has been charged with overcoming resistance by administering or attempting to administer a drug, sexual assault causing bodily harm and voyeurism.
He was held in custody pending a bail hearing.
Police say Chow was already a convicted sex offender who had previously been sentenced to 18 years in prison following an investigation that resulted in multiple convictions for sexual offences.
Despite that sentence, Chow was released on federal parole on March 13, 2025.
The new alleged offences began approximately nine months later, according to the timeline provided by investigators.
Police have not disclosed the details of Chow's previous sexual offence convictions or the conditions imposed as part of his federal parole.
The latest investigation remains ongoing, and police say they believe there may be additional victims.

None of the new allegations against Chow have been proven in court.
