Canada joins UK, France in planned sanctions on Israeli settlement goods while Parliament is shut
Mark Carney says the move is about peace, but his own conditions for recognizing Palestine remain unmet. Hamas refuses to disarm, PA elections have been delayed, and Canadians are left without a parliamentary vote on the latest sanctions.

Tonight on The Ezra Levant Show: Mark Carney is sanctioning Israel while Hamas keeps its guns, and he’s doing it with Parliament shut. Carney says this is about peace and preserving the two-state solution. Look at the record instead. Israel gets sanctions. Hamas gets to run for office. Mahmoud Abbas’s commitments stay secret. And Canadians are expected to swallow it all without their MPs getting a vote.
Here’s what happened. Carney and Foreign Minister Anita Anand announced new restrictions on trade with Israeli settlements in the West Bank, along with targeted measures against anyone who facilitates or profits from them. The announcement came through government statements and social media posts. Parliament doesn’t sit again until September 21.
Canada signed on alongside Britain, France and nine other European countries. Anand’s wording was vague: restrictions in the coming months. No effective date. No product list. No enforcement mechanism. Carney then issued a joint statement with British Prime Minister Andy Burnham and French President Emmanuel Macron promising to ban settlement goods, all of it framed as an effort to save the two-state solution.
Britain went further. Foreign Secretary Ed Miliband told the Commons that his government now considers the whole occupation unlawful, not just the settlements, and accused settlers of carrying out ethnic cleansing in the West Bank.
Israel answered within hours.
Foreign Affairs Minister of Israel Gideon Sa’ar ordered the British consulate in Jerusalem closed, expelled British staff from the Gaza ceasefire coordination centre at Kiryat Gat and barred twelve British officials from the country. Israeli President Isaac Herzog noted that Israel votes on October 27, just seven weeks away, and called the British move blatant interference in the elections of a sovereign state.

A year ago, Carney recognized a Palestinian state and attached conditions. On July 30, 2025, he said recognition was predicated on the Palestinian Authority committing to reforms: fixing its governance, holding elections in 2026 with no role for Hamas, and demilitarizing. Hamas, meanwhile, had to release the hostages, disarm and stay out of any future Palestinian government. Carney repeated those conditions on September 21, 2025, the day Canada formally recognized Palestine.
So check the record.
The 2026 elections never happened. Abbas has pushed legislative elections to November 28 and a presidential vote into early 2027. Palestinians haven’t elected a president since 2005. Hamas playing no role? Last month, it announced that it is running and building an electoral bloc.
Hamas disarming? Four days ago, The Times of Israel reported that Hamas told mediators it has no intention of handing over its weapons.
PA reform? The U.S. State Department found this spring that pay-for-slay is still operating, with $156 million being paid under a new name. The PA’s own finance minister said no Palestinian had been abandoned, including prisoners and the families of martyrs.
The hostages did come home. The last remains were recovered in January. That wasn’t Abbas, and it wasn’t Carney. It was Donald Trump and the Israeli army.
Not one of Carney’s conditions has been enforced. Recognition hasn’t been withdrawn or even paused. And Canadians can’t read the letter Abbas sent to Carney’s office. The Privy Council Office won’t release it.
Canada has a free-trade deal with Israel worth about $1.8 billion a year. Which goods are covered? Starting when? Under what legal authority?
They announced the sanctions before they wrote the rules.
And this is a pattern. Recognition of Palestine: no vote. Sanctions on two Israeli ministers last June: no vote.
There’s a bill coming, too. Florida Congressman Randy Fine, who wrote that state’s anti-boycott law, said this week that any company or country boycotting Israel gets boycotted by Florida. Thirty-seven states have similar laws. Roughly $325 billion in Canadian exports go into those states every year.
In the middle of a trade war with Washington, Carney has handed 37 state legislatures a reason to look harder at Canadian companies.
And then there’s the timing.
Rosh Hashanah starts Friday night. Last year, Carney recognized Palestine on the eve of Rosh Hashanah. This year, he sanctions Israel on the eve of Rosh Hashanah.
Hamas keeps its guns and gets to run. Abbas keeps his system and keeps his recognition. Israel gets sanctioned seven weeks out from an election by a prime minister who hasn’t faced Parliament since June.

Things go much more smoothly in a dictatorship like the People’s non Republic of China. Like Trudeau, Carney has a level of admiration for how Xi can command and all obey.
