Alberta introduces Bill 26 to crack down on immigration fraud, boost oversight
Premier Smith is seeking greater control over the province's immigration system as fraud and abuse continue.

Alberta’s government is moving to tighten control over immigration in the province, introducing new legislation aimed at cracking down on fraud, protecting foreign workers and restoring public confidence in the system.
The proposed Immigration Oversight Act—tabled as Bill 26—would expand provincial authority over employers, recruiters and immigration consultants involved in bringing temporary foreign workers into Alberta.
The move comes amid growing concerns about abuse in the system, including fraudulent job offers, illegal recruitment fees and exploitation of vulnerable workers. The province says Ottawa’s handling of immigration has contributed to “unsustainable population growth” and increased strain on housing and public services.
If passed, the legislation would require employers to register with the province before accessing federal temporary foreign worker programs. It would also introduce a licensing regime for immigration consultants and recruiters—something Alberta currently lacks.
The bill outlines new enforcement tools, including fines, licence suspensions and bans for those who break the rules. In more serious cases, violations could even lead to court-imposed penalties.
A public registry would also be created, allowing workers to verify whether employers and recruiters are authorized to operate—an attempt to bring some sunlight into what critics say has been a murky system.
Jobs, Economy, Trade and Immigration Minister Joseph Schow said the legislation is about ensuring immigration aligns with Alberta’s labour needs while protecting those entering the province.
Supporters, including the Alberta Centre to End Trafficking in Persons, say the bill is a step toward curbing labour trafficking and holding bad actors accountable.
The province says most employers follow the rules—but Bill 26 is designed to deal with the ones who don’t.
