Toronto receptionist’s killer released from psychiatric hospital despite remaining ‘significant threat’ to public

The man who fatally stabbed Toronto law firm receptionist Julia Ferguson is living in supervised community housing, two years after being found not criminally responsible for first-degree murder, despite the Ontario Review Board finding he remains a significant threat to the public.

According to Postmedia columnist Michele Mandel, Osman Osman left the Centre for Addiction and Mental Health in May. His community residence provides 24-hour supervision.

The move came two months after Osman experienced renewed psychotic symptoms and temporarily erratic behaviour. His treatment team suspected his long-acting injectable medication had worn off before his next scheduled dose.

Ferguson, 29, was attacked while working at Hicks Adams LLP on September 2, 2021. Osman had previously contacted the firm seeking legal assistance, then sent threatening messages, including an explicit threat to stab her.

When Ferguson asked him to leave the office, he pulled a knife from his backpack and repeatedly stabbed her in the chest. One wound pierced her heart. She died three days later.

In May 2024, Osman was found not criminally responsible after the court heard he had been unmedicated for 18 months and was experiencing psychosis.

Mandel reports that his history included at least eight psychiatric hospitalizations or emergency department visits before the killing, previous assaults and repeated periods when he stopped taking prescribed medication.

At his latest review, Osman’s psychiatrist reported progress, including efforts to find employment, but warned of the “fragility of his mental condition” following his March deterioration.

The board said a proposed change from injections every 11 weeks to monthly would require close monitoring and the ability to rapidly readmit him if his condition declined.

    How frustrating that these murderers get released, possibly to kill again. Murder must be punished with Death and to blazes with the insanity excuse. Would we give a rogue bear or wolf such breaks?
