Fact Check: Forever Canadian did not just become a registered referendum advertiser

Some reporting suggests Thomas Lukaszuk’s Forever Canadian organization is only now becoming a registered third-party advertiser as it formally campaigns for Option 1 in Alberta’s October 19 referendum.

That is incorrect.

Elections Alberta’s public registry says the Forever-Canadian Citizens Initiative Society registered as a referendum third-party advertiser on June 8, 2026, with Lukaszuk as its primary contact and Dwight Sarabin as chief financial officer.

This is not a meaningless technicality. Elections Alberta says an organization must register once it has incurred or plans to incur at least $1,000 in referendum advertising expenses or has accepted or plans to accept at least $1,000 in referendum advertising contributions.

Registered advertisers must submit contribution reports every week during the referendum advertising period.

Yet Elections Alberta’s public disclosure showed Forever Canadian reporting $0 in referendum contributions through September 17, despite months of highly visible activity.

The organization opened campaign offices in Edmonton and Calgary, operated a travelling “Unity Bus,” distributed tens of thousands of “Choose Unity” lawn signs, organized events and staged free concerts. Lukaszuk said the campaign expected to distribute more than 100,000 signs.

He also publicly invited Canadians outside Alberta to contribute and advertised that there were “no limits on donation amounts.” That is difficult to reconcile with the ordinary referendum rules, which restrict individual donors, cap contributions at $5,000 and require non-monetary contributions to be reported at fair-market value.

On July 24, Alberta’s Choice submitted a formal complaint package asking Elections Alberta to investigate. It included a five-page demand letter, a 10-page legal complaint and 226 pages of supporting evidence.

Elections Alberta acknowledged it under file number 2026-0280 but had not resolved it 48 days later.

That delay led to a separate court application. On September 10, Rebel News Network Ltd. filed for judicial review against Alberta’s Election Commissioner and Chief Electoral Officer, Court of King’s Bench file 2601-16399.

The lawsuit does not ask the court to find Forever Canadian guilty or prohibit it from arguing for Canada. It seeks an order requiring Elections Alberta to investigate or formally decide the complaint before Albertans vote. The application also seeks disclosure of any private guidance Elections Alberta gave Forever Canadian about its reporting obligations.

At an emergency hearing, the judge directed counsel to request an expedited hearing and imposed deadlines for the parties’ submissions.

Forever Canadian is free to campaign for Option 1. The unresolved question is whether its money, services and campaign expenses have been disclosed under the same rules followed by every other registered advertiser.

Forever Canadian was already registered. What Albertans still have not received is a public accounting of how its enormous campaign was funded.
