35 foreign medical trainees filed asylum claims; 45 host inspections found no violations

Liberal mass immigration policies continue facing scrutiny as medical infrastructure is stretched beyond capacity.

Thirty-five holders of Canada’s C45 foreign medical trainee work permits filed asylum or refugee claims between 2017 and 2025, according to an Immigration, Refugees and Citizenship Canada response to Conservative MP Dan Mazier. The department also reported 45 employer-compliance inspections of medical schools and hospitals hosting C45 permit holders, with no non-compliance findings or monetary penalties.

Mazier asked the government to track what happened to physicians training in Canada under the stream, including how many permits expired, how many trainees left Canada and how many moved to another immigration status. His question also sought the number who subsequently claimed asylum and the results of inspections at host institutions.

The C45 exemption allows foreign physicians and fellows to obtain work permits for postgraduate medical training without a labour market impact assessment. IRCC says some visa trainees are sponsored by their home countries under agreements with Canadian medical schools. The exemption was introduced in 2009

Canada’s immigration system must put Canadian citizens, Canadian workers and Canadian values first. Temporary foreign workers and international students should be required to leave when their permits expire, citizenship should not be granted to those who support terrorism or reject Canada’s laws and values, and the federal government must reverse the damaging consequences of unchecked mass migration.
