Tom Clark won't resign amid $8.8M Manhattan penthouse debacle
Internal documents obtained by MPs showed Clark, upon becoming consul general, almost immediately complained about the former residence and pushed for the $8.8 million upgrade on Billionaire's Row in New York City.
