Federalists often portray Alberta independence as a leap into chaos, with the province suddenly forced to create a government, economy and public services out of thin air.

That is false. No federal workers in Alberta will be raptured naked back to Ottawa after an independence vote. 

Alberta already operates a sophisticated government supported by an experienced public service. It has courts, hospitals, schools, universities, police services, highways, utilities, municipalities and regulatory agencies. Its private sector includes major banks, energy producers, telecommunications networks, manufacturers and international transportation links.

These institutions would not disappear the morning after independence. Albertans would simply assume full responsibility for the country that already exists around them.

The transition would involve negotiating the transfer or replacement of the remaining federal responsibilities, including national defence, border administration, foreign affairs, citizenship, federal taxation and monetary arrangements. Alberta would also have to negotiate its share of federal assets and liabilities.

Those are significant tasks, but they are transition issues, not evidence that independence is impossible.

The Alberta Transition Council has already released a 214-page plan examining how those responsibilities could be transferred to Alberta following a successful referendum. The purpose is to identify the work ahead and prevent important decisions from being improvised during negotiations.

Alberta would not be building a country from scratch. It would be taking responsibility where responsibility already lies, transferring the remaining federal functions and placing them under the control of Albertans.
