What law did the owner of three Adamson Barbecue locations in Ontario break?

Adam Skelly was arrested last week after alleging breaking COVID-19 restrictions on indoor dining at his restaurant in Etobicoke.

In this clip from Friday's livestream, Ezra sorted through the legal authority granted to local public health officials in order to answer the question: What law did Adam Skelly break, to warrant this kind of response?

While reading tweets alleging that Toronto health authority Eileen de Villa gave the order to send dozens of police to enforce a closure at Adamson Barbecue in Etobicoke, Ezra said:

“So, some unelected, unaccountable health bureaucrat gave the police the power to be her little army? Is that how police works in Canada?

“...some health board can say, ‘I don't like this restaurant, I'm sending in 100 police and the mounted police, the riot squad?’”
